Subtracting a Negative — Sign Practice

Subtracting a negative number is equivalent to adding its positive opposite. The starting number stays unchanged.

−7 − (−4) → −7 + 4

The first minus is the subtraction operation. The minus inside the parentheses is the sign of negative 4. This is a rule about subtracting a negative, not a rule that two negative numbers always give a positive result.
